Objectives:

• PRCS invites sealed Technical and Financial Proposals to conduct the statutory external audit of its financial statements of four (04) years for the year ending 31st December of 2022, 2023, 2024 and 2025. The objective of the assignment is to express an independent audit opinion in accordance with applicable financial reporting and auditing standards.

Specific Duties, Responsibilities, and Accountabilities:

• Scope of Audit Services

The audit shall be conducted in accordance with:

1. International Standards on Auditing (ISAs) as adopted by ICAP

2. ICAP Code of Ethics for Professional Accountants.

The scope of work includes, but is not limited to:

3. The scope includes verification of expenditures of funded projects, compliance with applicable laws, donor agreements, internal controls and issuance of an Independent Auditor’s Report and Management Letter.

Eligibility Criteria

Interested firms must meet the following minimum requirements:

1. Registered with ICAP and classified as Category “A”

2. Hold a valid QCR rating with no adverse findings

3. Demonstrated experience in auditing NGOs and donor-funded projects

4. Free from any conflict of interest with PRCS MAHQ

5. Not blacklisted by any government, donor or regulatory authority

Proposal Submission Requirements

1. Technical Proposal

1. Firm profile, ICAP registration certificate, Category “A” status, and valid QCR certificate

2. Relevant audit experience during the last three years

3. Proposed audit approach and methodology

4. Composition of audit team with qualifications and experience

5. Client references and signed declaration of independence

2. Financial Proposal

1. Audit fee quotation for three (04) consecutive years of 2022, 2023, 2024 & 2025

2. Detailed breakdown of professional fees, out-of-pocket expenses and applicable taxes

3. Proposed terms and conditions

Evaluation Criteria

Proposals will be evaluated based on:

1. Technical quality and audit methodology

2. Relevant experience with NGOs and donor-funded projects

3. Qualifications and experience of the proposed audit team

4. Compliance with ICAP standards and financial competitiveness

5. PRCS MAHQ reserves the right to accept or reject any or all proposals without assigning any reason
