Job Description of Project Officer

Position Title: Project Officer

Sex: Male/Female 

Project Name: Beyond Barriers

Duration: 3 Years

Duty Station: Islamabad (Awaz’s National Secretariat)

Purpose: 

Under the supervision of Program Manager, lead the process of planning, development and implementation of project keeping in view memorandum of understanding and agreements signed with partner organizations / donor agencies viz-a-viz Awaz’s Policies, Rules and Procedures.

The Project Officer will support the implementation of the Beyond Barriers project, focusing on women’s economic empowerment, disability inclusion, TVET enrollment, and job placement in SMEs/factories through strong coordination with local partners, CSOs, TVET institutes, and private sector stakeholders. Working under the guidance of the Program Manager, the Project Officer will ensure effective planning, implementation, coordination, reporting, and partner engagement to achieve project outcomes.

Duties and Responsibilities


Under the guidance, advice and support of Program Manager you will be responsible for,

A. Program Planning & Implementation

  • Coordinate, develop, strategize, and implement project activities in line with strategic plans and approved workplans

  • Identify and prioritize program activities based on project objectives and timelines

  • Ensure timely delivery of outputs related to:

  1. Women enrollment in TVETs

  2. Skills development

  3. Employment placement in SMEs/factories

  • Support development of implementation plans, activity schedules, and field execution strategies


B. Team & Partner Management

  • Supervise implementation of project activities carried out by:

  1. Field teams

  2. Partner organizations (CSOs/OWDs)

  • Guide and motivate partner organizations to achieve expected results

  • Ensure administrative follow-up and coordination with partners

  • Facilitate capacity building and mentoring of partners where required


C. TVET, Employment & Private Sector Engagement

  • Coordinate with TVET institutes to facilitate inclusive training opportunities

  • Support enrollment and retention of women (including women with disabilities)

  • Develop linkages with:

  1. SMEs and factories

  2. Employers and Business Development Service (BDS) providers

  • Facilitate job placement, internships, and employer engagement activities


D. Resource Development & Knowledge Management

  • Develop project/program resource materials, including:

  1. Training materials

  2. Awareness tools

  3. IEC materials

  • Document best practices, success stories, and lessons learned


E. Monitoring, Reporting & Compliance

  • Ensure compliance with:

  1. Reporting formats

  2. Data collection tools

  3. Donor requirements and timelines

  • Maintain proper record management systems (hard & soft data)

  • Ensure timely submission of:

  1. Activity reports

  2. Monthly/quarterly reports

  3. Means of Verification (MoVs)

  • Support data collection, monitoring, and evaluation processes


F. Field Coordination & Implementation

  • Conduct regular field visits to project areas

  • Monitor progress of activities and provide on-ground support

  • Ensure quality implementation and troubleshooting of field challenges


G. Stakeholder Engagement & Coordination

  • Build and maintain professional linkages with:

  1. Government institutions

  2. TVET authorities

  3. Private sector (SMEs/factories)

  4. Civil society organizations

  • Support multi-stakeholder coordination and advocacy efforts


H. Safeguarding, Gender & Inclusion

  • Ensure integration of:

  1. Gender equality

  2. Disability inclusion

  3. Safeguarding principles

  • Promote safe, inclusive, and GBVH-free environments in all activities

Any other duty assigned by Management AwazCDS-Pakistan.

Required Qualifications: Bachelor’s or Master’s degree in: Social Sciences / Development Studies, Gender Studies / Psychology Or relevant field


Experience: 3–5 years of relevant experience in development sector especially on

  • Project implementation and coordination

  • Women empowerment / gender / disability inclusion

  • TVET, livelihoods, employment-related and Rights based advocacy programs

Willingness to travel frequently in KP and Punjab districts under project activities

Skills and Abilities:

  • Excellent understanding of "rights based" approach and skills to translate it into actions at the practice level

  • Ability to interact with people of different cultures and status

  • Strong program planning and coordination skills

  • Ability to manage partners and field teams

  • Knowledge of gender, disability inclusion, and GBVH

  • Strong reporting, documentation, and data management skills

  • Excellent communication and stakeholder engagement skills Proficient use of computer tools and social media

  • Commitment with the mission of AwazCDS-Pakistan.
