Term of Reference for Consultancy Services

 

Secours Islamique France (SIF) is seeking an experienced Pakistani national consultant, institute, or firm to conduct Short-Term Technical Skills Training for vulnerable youth in District Peshawar to enhance sustainable livelihood opportunities among targeted beneficiaries.

Background:

Secours Islamique France (SIF) is an international non-governmental organization dedicated to humanitarian assistance and development. SIF has been operating in Pakistan since 2010 through its offices in Khyber Pakhtunkhwa, Balochistan, Punjab, and Sindh. Its core programmatic areas include sustainable livelihoods, water, sanitation and hygiene (WASH), orphan support, and disaster risk reduction. SIF is registered in Pakistan and operates under a valid Memorandum of Understanding (MoU) with the Ministry of Interior, Government of Pakistan.

Project Methodology

SIF is implementing a livelihood enhancement initiative aimed at improving the employability and income-generating capacity of vulnerable youth in District Peshawar. As part of this initiative, SIF intends to engage qualified technical training consultants, institutes, or firms to deliver Short-Term Technical Skills Training in market-driven trades for 250 beneficiaries, comprising 125 male and 125 female participants.

The training programme is designed to equip participants with practical, demand-driven skills that increase their access to self-employment and wage employment opportunities. The selected consultant/institute/firm will deliver competency-based training using qualified instructors, appropriate training materials, and practical sessions while ensuring quality standards throughout the training period.

The overall objective of the programme is to enhance the technical capacities of 250 targeted beneficiaries (125 males and 125 females), promote sustainable livelihoods, and improve their economic resilience through market-oriented short-term skills development.

  Terms of Reference

The consultants/institutes/firms /Technical and vocational training institutes will be responsible for imparting vocational skill and short-term training courses and will ensure the delivery of quality services in identified /proposed trades through available training modules. The offered consultancy will serve the purpose of vocation skills training to 250 Men and Women the target communities residing in District Peshawar of Khyber Pakhtunkhwa. The duration of the Vocational Skills training course will be 2 Weeks in which the beneficiaries will learn through theoretical and practical learning approaches.

 

 

3.1. Scope of Work:  Vocational skill training (conduction and delivery)

 

  1. Submission of approved training modules and detailed course outlines for all proposed trades vocational, short-term at the time of signing the agreement.
  2. Incorporation of suggested inputs or revisions from the hiring organization, where required.
  3. Delivery of training sessions through a combination of theoretical instruction and practical, hands-on learning approaches.
  4. Provision of all required consumable and non-consumable materials, tools, equipment, for practical work and demonstration activities.
  5. Submission of all required Means of Verification (MOVs), including training reports, high-quality photographs (before, during, and after sessions), attendance sheets, and assessment records.
  6. Conducting pre- and post-training assessments to measure knowledge and skills improvement.
  7. Submission of monthly trainee progress and performance reports.
  8. Timely issuance of certificates upon successful completion of training, with the design finalized in consultation with the hiring organization.
  9. Submission of comprehensive completion reports for each trade.

4. Deliverables:

  1. Submission of approved modules properly designed in consultation of the hiring organization.
  2. Provision of trainees’ certification to both the vocational skills and short-term trainees.
  3. Final Training Report (each trade training report, quality pictures (Before, During & After)

6. Payment Structure:

The consultant will be paid for technical assistance for undertaking the assignment according to the submission and approval of the set deliverables.

7. Qualifications of the Consultant

 The applicant consultant/institute/firm (Training Service Provider – TSP) must meet the following minimum eligibility and qualification criteria:

  • Must be a government-registered institute/firm. Preference will be given to institutes accredited/registered with the National Vocational and Technical Training Commission (NAVTTC) and/or the relevant Technical Education and Vocational Training Authority (TEVTA).
  • Must provide documentary evidence of valid registration and authorization for the applied trades as per the advertisement.
  • Must possess adequate training infrastructure, including fully equipped workshops/labs, tools, machinery, and essential materials required for the proposed trades.
  • Must have adequate number of qualified, skilled, and experienced trainers/faculty for the respective vocational
  • Must have a minimum of five (5) years of proven experience in delivering similar vocational and technical training assignments.
  • Must demonstrate substantial experience in implementing vocational and skills development programs within the development/humanitarian sector-particularly in a complex and challenging environment.
  • Must ensure the provision of a safe, inclusive, gender-sensitive, and accessible learning environment for all trainees.
  • Must have the capacity to quickly install mobile training centers with required tools and equipment at the assigned venues.
  • Prior experience of the same assignment with SIF will be an asset.

Note: The list of proposed trades provided in this ToR is indicative and may be revised based on the project requirements, market assessment, and beneficiary needs. The final list of trades will be confirmed by SIF prior to the award of the contract and signing of the agreement. Applicants are requested to submit their financial proposals based on the indicative list of trades, indicating the average rate per trade under the Short-Term Technical Skills Training component.

Time Frame:

The contract will be awarded for a period of three (3) months. Each approved short-term technical skills training course will have a duration of two (2) weeks. The selected consultant/institute/firm shall plan, organize, and complete all assigned training courses, including all related activities and deliverables, within the three-month contract period for 250 trainees.

The exact commencement and completion dates will be finalized in consultation with the hiring organization and will be subject to the approved implementation plan and batch scheduling.

  • Details of the training monitoring methodology and tools (participants’ attendance, trainer’s performances, performance appraisal system, final training evaluation)
  • Provision of training certificate.
  • Provision of interim and end-of-training reports.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs in PKR.

 

Financial Proposal:

  • The interested Institutes are requested to submit their Technical as well as financial proposals and per beneficiary cost against the mentioned trades.
  • Proposals should reach to the office in a sealed envelope having sender & receiver's information and mention request for “Proposal for Vocational Trainings”. Financial and Technical Proposals will be submitted in sealed envelope via Courier or by hand, addressing SIF Logistics Department”, House. No. 39-D, Sahibzada Abdul Qayum Road, University Town, Peshawar (0332-5222367).
  • Deadline for submission of proposal is July 26, 2026 and no offer will be accepted after the deadline.
  • A financial offer for completion of the required tasks/trade/course, including; Training fee (all-inclusive, Course fees, operational expenses, etc. And taxes. Practical Work/ Course Material.

Criteria for Selection of The Best Offer:

The contract will be awarded to the applicant who meets the selection/qualification criteria detailed above.

 

 Termination

SIF reserves the right to terminate the agreement for non-performance, delays, breach of contract, fraud, misconduct or failure to meet agreed quality standards.
