Job Summary
The Emergency WASH Response in Sindh is a donor-funded project implemented by CRS in Sujawal to restore and strengthen safe water, sanitation, and hygiene services in disaster-affected communities. The project focuses on rehabilitating climate-resilient water systems, improving school WASH facilities, and promoting essential hygiene practices through community engagement. It also supports water quality monitoring and community-based management to ensure sustainability, while working closely with government and partners to reduce public health risks and enhance resilience in flood-prone areas.
For this implementation, CRS is seeking Project Engineer, who will be responsible for overseeing various aspects of projects, including technical solutions, cost estimation and the development of drawings and maps using AutoCAD or relevant software. The primary objective is to ensure the timely and accurate completion of project deliverables while adhering to quality standards.
Roles and Key Responsibilities:
- Apply criteria for constructing and rehabilitating community infrastructures, including selecting appropriate sites and identifying beneficiaries to ensure optimal impact.
- Verify that standard materials used in construction and rehabilitation meet required quality and safety specifications.
- Ensure all project activities conform to approved designs and specifications to maintain consistency and quality.
- Collaborate regularly with stakeholders, including government authorities, community leaders, beneficiaries, partners, and other relevant actors, to coordinated efforts and resources.
- Monitor and evaluate project activities regularly and efficiently to ensure timely progress and address any issues promptly.
- Contribute to the development and implementation of project standards to guide activities and maintain high quality.
- Design and implement new constructions and rehabilitation activities, ensuring coordination across various sectors and monitoring effectiveness to achieve project goals.
- Facilitate training and learning opportunities for CRS and partner technical staff to enhance their skills and knowledge.
- Prepare detailed project technical reports that highlight impacts against established indicators and contribute to reports for external donors.
- Assist the Sr. Project Officer and Program Manager by providing detailed Bills of Quantities (BOQs), designs, and pilot strategies as required.
- Organize and conduct capacity-building and maintenance training for village committees and skilled labor to ensure effective project implementation.
- Ensure compliance with quality assurance tools, methods, and protocols during project implementation to maintain high standards.
- Support capacity-building and provide technical assistance to ensure that activities align with project guidelines and standards.
- Ensure comprehensive project documentation is maintained according to agency and donor requirements, and assist with trend analysis and case studies.
- Promote a learning culture with staff and partners, analyze performance data according to MEAL (Monitoring, Evaluation, Accountability, and Learning) policy, and address implementation challenges using participatory approaches.
- Assist the Sr. Project Officer in evaluating staff capacity and technical needs for partners, overseeing capacity-building initiatives to ensure high-quality project execution.
- Provide technical guidance and solutions to facilitate effective project execution and problem-solving.
- Ensure that programming aligns with project targets and use MEAL data to enhance program effectiveness, gender responsiveness, and overall impact.
- Recommend and implement improvements in program design, strategies, and monitoring frameworks to optimize project outcomes.
Basic Qualifications
- Bachelor’s degree in civil engineering or other related field required. Master’s is plus.
- Minimum of 4 years of work experience in community infrastructure development, ideally in the construction/rehabilitation activities, preferably with an international organization. Additional experience may substitute for some education.
- Practical experience of engaging in all phases of project cycle (design, start up, implementation, evaluation and close out) as well as team management, budget management etc.
- Demonstrated ability to engage and mobilize diverse partners including the private sector, develop strategic partnerships and stakeholder networks, and communicate, and coordinate among key stakeholders.
Required Languages - Required proficiency in written and speaking in English, Urdu, and Sindhi.
Travel – The position will be based in Sujawal, Sindh and must be willing and able to travel other program areas in the country where applicable.
