Job Summary:

      The Finance Officer - Budgeting and Reporting will be responsible for managing and overseeing the budgeting process and financial reporting activities of the Pak Mission Society. This role will play a crucial part in maintaining financial stability, accuracy, and transparency within the organization. The Finance Officer will collaborate with various departments to create and manage budgets, monitor financial performance, and produce regular financial reports for senior management and other stakeholders.

Job Responsibilities:

 Programme/ Project Financial Planning

  • Financial planning of project/programme with co-ordination of programme team.

Programme/Project Budget Development

  • Preparation of Programme/Project budgets with assistance of project staff members.

Preparation of Consumption Plans

  • Budgets consumption plan preparation and co-ordination with project team relating to consumption plan.

Data Management

  • Management of data related to relevant projects for completeness and accuracy.

Project Financial Risk Assessment

  • Carrying out project financial risk assessment for identification and mitigation of risks.

Quality and Accountability

  • B&R Officer is responsible for quality assurance and accountability of related areas.

Preparation of Donor Financial Report

  • Data acquisition from the accounts department (Ledgers, TB, Funds and Bank reconciliations)
  • Grouping of Chart of accounts as per the donor’s approved budget
  • Re-classification of entries (after review from the Finance Manager)
  • Re-checking of data vs. provided ledgers.

Allocation of Budget for Programmatic Activities

  • Allocation of Budget Codes for the budgeted activities as per requirements of the projects.
  • Assessment of Budget balances of the budget line.
  • Availability of budget line.

Monitors total project costs for over / under-spending

  • Monitor the project's budget vs. expenditures.
  • Monitor and oversee the over/underspending of projects.
  • Report to the Line Manager on variances beyond acceptable limits.

Allocation of Monthly Staff Salaries

  • Salary planning as per the available budgets.
  • Charging of direct staff and indirect staff as per the available budgets.

Monitoring grants schedule

  • Monitoring grants schedules agreed with donors and ensuring its been followed.

Ensure Donor Compliances

  • Ensure the donor compliances are dealt with in accordance with the agreement.
  • Ensure reporting quality and timelines are met as per the donor requirements.
  • Verification of budget codes for all payments to ensure the relative head is charged.
  • Representation from Budgeting and reporting for the assigned projects.

Coordination with the Field Project Team

  • Coordination with the Field Project Team for timely implementation of project activities.

Job Specifications:

Education:

  • MBA Finance, M. Com, CA, ACCA

Work Experience:

  • Minimum 3 to 5 Years (NGO/INGO preferred)
