About the Project

We are seeking talented and committed professionals for an anticipated USAID-funded 5-year project focused on Inclusive Water Governance and Climate Resilience in Pakistan.

The project aims at improving water governance, climate resilience, and disaster preparedness in Pakistan. The project will strengthen basin-level water governance, enhance local adaptation strategies, and promote nature-based solutions to mitigate flood and drought risks in critical regions.

The program will be implemented across 4 provinces, targeting the Sulaiman and Kirthar mountain ranges and their downstream water-stressed districts, aiming to enhance local government capacity, policy advocacy, community mobilization, and disaster preparedness.

Oversee provincial operations, logistics, and stakeholder coordination.

Master’s in Management, Development Studies, or equivalent. 7+ years of experience in operations.

Community Mobilization Specialist / Officers

Engage communities, establish Water Governance Forums, and conduct capacity-building.

Bachelor’s/Master’s in Social Sciences. 5+ years in community engagement.

Gender & Inclusivity Advisor

1

Ensure gender integration and inclusive programming. Conduct gender analysis.

Master’s in Gender Studies, Sociology, or related field. 5+ years of experience.

MEL Officer

Support monitoring, evaluation, and reporting for Sindh.

Master’s in Statistics, Development Studies. 5+ years of experience.

Government Liaison Officer

1

Liaise with provincial government to facilitate policy dialogue and regulatory approvals.

Master’s in Public Policy or Political Science. 6+ years of experience.

Conduct risk assessments and ensure field safety compliance.

Bachelor’s in Security Studies, Risk Management, or related field. 5+ years of experience.

Grants Officer

Oversee USAID grant disbursement and compliance at the provincial level.

Master’s in Finance, Grants Management. 5+ years of experience.

Finance Officer

Manage financial operations, track expenses, ensure compliance with USAID regulations, and support budget monitoring at the provincial level.

Master’s in Finance, Accounting, Business Administration, or related field. 5+ years of experience in financial management, preferably in donor-funded projects. Strong knowledge of USAID financial reporting requirements.

Grants Officer

Oversee USAID grant disbursement, ensure financial compliance, monitor sub-grantees, and conduct capacity-building for grant recipients.

Master’s in Finance, Grants Management, or Public Administration. 5+ years of experience in grants management, with experience in USAID or donor-funded grants. Familiarity with 2 CFR 200 regulations is preferred.

Operations Officer

Oversee provincial-level operations, including office management, logistics, procurement, and administrative compliance. Ensure efficient workflow and coordination among departments.

Master’s in Business Administration, Public Administration, or Operations Management. 5+ years of experience in operational and administrative roles. Experience in USAID project operations is a plus.

Administration Officer

Handle office administration, HR support, procurement, and compliance with USAID policies. Ensure smooth functioning of office facilities and support staff.

Bachelor’s/Master’s in Business Administration, HR, or Management. 5+ years of experience in administrative roles, including procurement and office management. USAID project experience preferred.

Accountant

Maintain financial records, prepare financial reports, process payments, and ensure compliance with USAID financial policies at the provincial level.

Bachelor’s/Master’s in Accounting, Finance, or related field. 4+ years of experience in accounting, preferably with donor-funded projects. Proficiency in QuickBooks or other accounting software is required.

 

General Requirements

  • Education & Experience: Must meet the specific educational and professional requirements listed for each role.
  • USAID/Donor Experience: Strongly preferred for all leadership, technical, and finance roles.
  • USAID Compliance: Finance, Grants, Operations and Accountant roles must have experience in USAID/donor financial regulations.
  • Language Proficiency: English and local languages relevant to the assigned district(s).
  • Certifications & Experience Letters: Applicants will submit copies of academic certificates, professional certifications, and employer-issued experience letters.
  • Travel & Field Assignments: These positions may require frequent travel to target districts/UCs.
