Job Title: Monitoring, Evaluation and Knowledge Management (MEKM) Officer
Project Name: GROW-Pak: Creating Resilient Opportunities for Women and Young People in Agriculture in Pakistan.
Field Areas: Gilgit-Baltistan (with frequent field travel to Skardu, Shigar, Ghanche, and Kharmang).
Reports to: Team Lead GROW-PAK
Position Type: Full-time

Position Summary:

The MEKM Officer will play a central role in supporting the Monitoring and Evaluation Lead in ensuring robust and adaptive monitoring, evaluation, learning and knowledge management systems for the GROW-Pak project. The Officer will lead all field based M&E activities across the project's target districts in Gilgit-Baltistan, ensuring high quality data collection, timely reporting, documentation of learning and dissemination of knowledge products. The role is critical in enabling evidence based decision making, capturing the project’s impact on women and young family farmers and fostering a culture of continuous learning.

 

KEY RESPONSIBILITIES:

Monitoring and Evaluation:

  • Support the Team lead in the development and implementation of the project’s M&E framework, including indicators aligned with GROW-Pak’s two specific objectives and results framework.
  • Lead field level data collection activities (baseline, midline, endline, routine monitoring), including surveys, FGDs and observation checklists in all target districts.
  • Track and analyze cooperative strengthening activities, climate smart farming practices adoption, agritourism initiatives and access to markets and inputs.
  • Monitor implementation progress of training sessions, exchange visits, value chain support interventions and other field-based activities against set indicators.
  • Regularly engage with cooperatives to gather feedback, assess impact and recommend adaptive changes.
  • Maintain a gender sensitive and youth inclusive lens across all monitoring tools and reporting mechanisms.

Data Management and Analysis:

  • Ensure accurate, complete and timely data collection, entry, cleaning, and storage using appropriate digital tools.
  • Develop visual dashboards and progress tracking tools to present project performance and highlight key trends.
  • Generate monthly, quarterly and annual monitoring reports, highlighting progress, challenges and lessons learned.
  • Support data driven decision making by presenting field findings to the project team and partners.

Knowledge Management and Learning:

  • Document success stories, cooperative case studies, innovative practices and farmer testimonials to showcase project impact and social media content.
  • Capture learning from South-South exchanges, agritourism models, market linkages and cooperative development/graduation efforts.
  • Manage and maintain the company’s social media presence by creating, scheduling, and monitoring content to enhance brand visibility and audience engagement across platforms
  • Contribute to the creation of knowledge products such as newsletters, learning briefs, presentations and internal reports.
  • Facilitate reflection sessions, learning reviews and after-action reviews with field teams and stakeholders.

Capacity Building and Stakeholder Engagement:

  • Train cooperative members, field facilitators and local stakeholders on M&E tools and knowledge creation tools, participatory monitoring and simple data collection techniques.
  • Coordinate with cooperative leadership and district teams to schedule and execute field assessments and learning events.
  • Support the organization of national and international learning exchanges, documenting learning outcomes, contributions and success stories.
  • Participate in project coordination meetings and contribute insights based on field level evidence and learning.

QUALIFICATIONS And EXPERIENCE:

  • Bachelor's degree in Social Sciences, Development Studies, Public Policy, Agricultural Economics, Statistics, social sciences or a related discipline (Master’s degree preferred).
  • Minimum 3–5 years of experience in M&E or knowledge management, preferably in agricultural livelihoods, cooperative development or women/youth empowerment projects.
  • Strong command of qualitative and quantitative data collection and analysis techniques.
  • Proficiency in data collection and analysis tools.
  • Good written and verbal communication skills in English and Urdu.
  • Strong organizational and interpersonal skills, with the ability to work independently and as part of a multi-disciplinary team.
  • Willingness and ability to travel extensively to remote field locations.
