Taraqee Foundation (TF) in collaboration with CBM is inviting Expressions of Interest (EOI) from qualified trainers/consultants/consultancy firms to conduct a two-day capacity-building engagement focused on Disability-Inclusive Crisis Modifiers (DICM). This initiative aims to strengthen the knowledge and preparedness of TF and CBM staff to respond inclusively to small-scale crises affecting vulnerable communities, including persons with disabilities.

  1. Background

As the frequency of localized crises (e.g., floods, displacement and economic shocks etc.) increases, it is essential to ensure that emergency and development responses are both adaptable and inclusive. DICMs offer a structured approach to integrating disability inclusion into all phases of crisis planning and project implementation. This assignment will build internal capacities and facilitate the development of a practical DICM framework tailored to the operational context of TF and CBM.

  1. Objectives of the Assignment

  • Enhance understanding of DICMs among TF and CBM staff.

  • Provide practical guidance on integrating DICMs into existing and upcoming projects.

  • Facilitate a participatory workshop to define triggers, indicators, and implementation responsibilities.

  1. Scope of Work

The trainer will be responsible for:

  1. Training Module Development:

    • Develop customized training content covering:

      • Concept and importance of crisis modifiers

      • Disability-inclusive approaches in emergency and development settings

      • Application of DICMs  in all phases of the project cycle (design, implementation, M&E)

      • International best practices and standards (e.g., UNCRPD, Sphere, Humanitarian Inclusion Standards)

    • Align training materials with TF and CBM’s operational contexts and current project focus areas.

  2. Training Delivery:

    • Conduct one-day training for TF and CBM staff (18–20 participants).

    • Use participatory, adult-learning approaches (case studies, group work, simulations).

    • Incorporate examples of successful DICM applications and disability-inclusive response mechanisms.

  3. Workshop Facilitation:

    • Facilitate a one-day DICM planning workshop to develop a tailored framework for crisis response.

    • Guide staff in defining:

      • Crisis triggers (e.g., natural disasters, displacement and economic shocks etc.)

      • Indicators for monitoring risk and vulnerability

      • Clear roles and responsibilities for implementation, coordination, and communication

      • Ensure documentation of key points and action items during the workshop.

  4. Logistic: 

The consultancy firm/individual will be responsible for managing the venue, training materials and all logistical arrangements including road and air travel for 19 training participants (10 from Quetta, 4 from Islamabad, and 5 from Hyderabad and Karachi), as well as accommodation (two nights stay of 5 persons and three night stay for 10 persons) and meals while ensuring full accessibility for persons with disabilities.


  1. Reporting and Recommendations:

    1. Prepare a comprehensive final report including:

      1. Summary of training sessions and participant feedback

      2. Outputs of the planning workshop

      3. Practical recommendations for integrating DICMs into TF programming

      4. A draft DICM framework document (optional, based on agreement)

  2. Deliverables 

  1. Training module. PPTs and agenda.

  2.  Conducted training session on DICMs.

  3. DICM workshop facilitation

  4. Final report and DICM framework.

  5. Workshop report with key outcomes and participant feedback.


  1. Timeline & Location

  • Duration: 2 days (1-day training + 1-day workshop)

  • Tentative Dates: Second week of June 2025

  • Location: Karachi, Pakistan


  1. Eligibility & Qualifications

    1. Essential:

  • Advanced degree in Disability Studies, Social Sciences, DRR or a related field

  • Minimum five (05) years of experience in disability-inclusive humanitarian programming

  • Proven experience in designing and conducting inclusive training sessions

  • Strong understanding of project cycle management and crisis modifiers

  • Excellent communication and facilitation skills in English

  1. Desirable:

  • Proficiency in Urdu and/or local languages

  • Experience in Community-Based Inclusive Development (CBID) will be considered an advantage.

  • Experience with OPDs or grassroots organizations

  • Prior involvement in inclusive crisis response planning

  1. Payment

10% of the payment will be made upon submission and acceptance of the training module and agenda. The remaining 90% will be paid upon submission and approval of all deliverables listed in the Deliverables section. All applicable government taxes shall be deducted from payment to trainer/consultant/ consultancy firm as per prevailing laws.

  1. Selection Method

The consultant/consulting firm will be selected through a competitive selection process based on technical expertise, relevant experience, and financial proposal.
